MoU signed between the Government of Montenegro and the CIG

In the  presence of H.E. Mr. Milorad Scepanovic, Deputy Minister for Multilateral Affairs of the Ministry of Foreign Affairs of Montenegro, and other senior decision-makers and officials from the Government of Montenegro, representatives of academia, civil society and mass media, a Memorandum of Understanding was signed between Ms. Svetlana Vukovic, Director of Human Resources Management Authority (HRMA) and Dr. Daniel Warner, Director of the Centre for International Governance (CIG) at HRMA headquarters in Podgorica. A press conference followed the signing ceremony.

The aims of the Memorandum of Understanding are twofold:

1). To develop and implement specific training activities and programmes, which will support regional co-operation, strengthen administrative capacity and develop human resources.

2). To foster regional cooperation and collaboration among countries in the SEE region based on shared policy approaches and strategies, knowledge transfer, experience and best practices as well as mutual assistance.

Training activities will be developed and jointly implemented by HRMA and CIG and may, in particular, include the following thematic areas of coordination and cooperation: 

a. Institutional development, capacity-building, strategies, policies, leadership, decision-making processes; 

b. Diplomacy and negotiation in the fields of free-trade agreements, investment promotion agreements and other special economic arrangements; 

c. Fundamental human rights and citizens’ rights, rule of law, democracy, good governance, security   sector reform; 

d. Environmental aspects of infrastructure development; 

e. Public-private partnerships at the international level; 

f. Sustainable development, climate change, biodiversity protection and the ecosystem, energy efficiency and renewable energy sources ;

g. Basic training in diplomacy, geopolitics, international and regional relations; international and regional organisations active in security sector reform, justice and home affairs;

Montenegro is the first country from the Western Balkans region to sign a Memorandum of Understanding with the Centre for International Governance in the field of capacity building and human resources development.
