The book was published just before the G20 Summit on 15 November 2008. Government actions in October prevented a meltdown of the global financial system but the crisis spread to the real economy, with recession moving from advanced countries to emerging markets. Economically and financially there was a clear sense of things spiralling out of control again, as before the G7 meeting. As a consequence, this first-ever meeting of G20 heads of state level was rushed, making it both very unprepared and very important.

In response, Eichengreen and Baldwin assembled leading economists from the G20 countries to provide proposals for the meeting. The authors identified four priorities.

• Use additional triage to staunch the financial bleeding and fiscal stimulus to get the patient’s heart pumping again.
• Strengthen existing institutions.
• Start thinking outside the box.
• Do no harm. |
