Patrick Low is Chief Economist and Director of Economic Research and Statistics at the World Trade Organization. He was appointed Chief Economist in 1997, and also served as Director-General Mike Moore's Chief of Staff from 1999 to 2001. Prior to that, he held positions in the WTO's Trade in Services Division (1995-1997); the World Bank's research complex (International Trade Division, 1990-1994); El Colegio de México in Mexico City (1987-1990); and the GATT secretariat in Geneva (1980-1987). He has written widely on a range of trade policy issues.
