Europe-Latam Partnerships: Strengthening Latin America–Europe Cooperation on Lithium and Copper Supply Chains

Europe-Latam Partnerships is a regional engagement and policy development initiative focused on deepening strategic cooperation between Latin American producers and European partners in the copper and lithium value chains. With Chile, Argentina, Bolivia, and Peru holding key positions in the global supply of these critical minerals, Latin America is central to the future of clean energy technologies. At the same time, Europe is seeking secure, responsible, and diversified supply sources to meet its decarbonization targets and reduce supply chain vulnerabilities.

This project aims to develop a shared agenda between Latin America and Europe around three pillars: responsible mining investment, transparent and traceable supply chains, and sustainable value addition. Through research, dialogue, and capacity building, it will provide a platform for co-developing mineral strategies that align economic opportunity with environmental and social responsibility—on both sides of the Atlantic.

Core activities include:

  1. Facilitating structured engagement between Latin American governments and European institutions (e.g. European Commission, EIB, EITI) to align on shared mineral supply chain priorities;
  2. Supporting policy design in producing countries on responsible investment, permitting reform, contract transparency, and ESG standards;
  3. Exploring joint initiatives on regional value addition (e.g., lithium processing, cathode materials) and innovation partnerships on traceability, circularity, and low-carbon production methods.

Europe-Latam Partnerships is implemented in partnership with Latin American think tanks and ministries, EU development cooperation agencies, and international platforms. By fostering long-term trust and practical collaboration, the project aims to transform transactional commodity trade into deeper industrial partnerships that support resilience, sustainability, and mutual benefit.
