From Resource to Resilience is an Africa-focused initiative to support the development of forward-looking critical minerals policies across Africa. As global demand for energy transition minerals intensifies, African governments face a generational opportunity to leverage their resource endowments for long-term economic transformation. But realizing this potential requires not just extraction, but the design of responsible investment frameworks, transparent end-to-end supply chains, and industrial policies that foster value addition and regional integration.
This project will engage African policymakers, civil society, investors, and technical experts to co-develop policy pathways that align national development goals with global supply chain dynamics. It will support African countries in shaping the terms of engagement with international partners and in building institutions capable of delivering resilient, equitable, and transparent mineral governance.
The initiative focuses on:
- Designing responsible mining investment frameworks that strengthen environmental and social safeguards, improve community outcomes, and increase the developmental impact of mining;
- Developing tools for end-to-end supply chain transparency, including traceability, contract disclosure, and alignment with international ESG standards;
- Identifying feasible pathways for local and regional value addition—including refining, processing, and component manufacturing—through tailored industrial policy support.
Delivered in partnership with African think tanks, regional institutions, and international organizations, From Resource to Resilience will produce practical guidance and policy models adapted to diverse national contexts. It will also host high-level dialogues and technical exchanges to support peer learning and ensure African leadership in shaping global mineral governance frameworks.
In doing so, the project aims to help mineral-rich African countries move beyond resource dependence—toward supply chain participation that is equitable, strategic, and future-oriented.
