Dr. Larisa Lara-Guerrero is a multi-award-winning expert in Migration and Development with over a decade of experience in diaspora engagement, policy development, and strategic negotiations. As the Diaspora Engagement Officer at IOM – UN Migration (HQ), she has led high-impact global initiatives, working with governments, international organizations, diasporas, and policymakers to design and implement innovative migration programs and policies. Larisa played a key role in developing and launching the Global Diaspora Policy Alliance (GDPA), securing collaboration from 32 Member States and the African Union — a major outcome of the Dublin Declaration. Her ability to build strategic partnerships and drive multi-stakeholder negotiations has been instrumental in scaling up diaspora-led solutions worldwide.
