It provides comprehensive data—covering over 1,000 indicators—to evaluate how regulatory frameworks, public services, and operational efficiency shape the conditions for private sector development, investment, and job creation.

Norman Loayza, Director, Policy Indicators Group, World Bank
Norman Loayza is Director of the Policy Indicators Group at the World Bank. Programs that he leads include the institution’s flagship reports, Business Ready and Women, Business and the Law. He also leads major data and benchmarking initiatives such as Enterprise Surveys, Regulatory Efficiency, Financial Development Indicators and the Worldwide Governance Indicators. Norman previously served as Lead Economist in the Development Research Group and directed the World Development Report 2014. His work spans macroeconomic management, private sector development, and economic growth, and he holds a PhD in Economics from Harvard University.
