Cyprien Fluzin's doctoral research investigates the complex landscape of international legal issues arising from the participation of foreign nationals in armed conflicts, e.g. their legal “status” based on their level of involvement in conflict and/or terrorist groups, their detention, prosecution, repatriation, etc. His research has focused in particular on the Syrian, Iraqi, and Ukrainian cases.

 

Profile

 

A PhD candidate at the Graduate Institute of International and Development Studies, Cyprien Fluzin concurrently teaches international law and French law in Paris, France, at Sciences Po and Dauphine University-PSL. In the fall 2023 he serves as visiting lecturer in international law and global security at the National University of Kyiv-Mohyla Academy, Ukraine, and as a visiting research fellow at the International Center on Counter-Terrorism in the Hague, Netherlands. He previously served as a Teaching Assistant at the Geneva Academy of International Humanitarian Law and Human Rights and as a Research Assistant at the Global Migration Centre.

Cyprien’s research interests include conflict, terrorism, displacement, and security broadly speaking. He also writes on democracy and has published opinion pieces in France and Switzerland in the Huffington Post, Le Temps, Le Nouvel Observateur, and Geneva Solutions.

At the Geneva Graduate Institute, Cyprien is a member of the Diversity, Equity & Inclusion Initiative, and serves as the Institute’s Contributing Editor to Princeton University’s Journal of Public and International Affairs. He is a rowing coach at the University of Geneva.

Prior to starting his PhD, Cyprien was a Fulbright and Arthur Sachs scholar at Harvard Law School, where he received an LLM degree and worked as a research assistant for Harvard’s Program on International Law and Armed Conflict. Cyprien previously worked for the International Committee of the Red Cross in Geneva on protection issues related to the Syrian and Iraqi conflicts, as well as Guantanamo. He was an assistant to Mr Valencia-Ospina at the UN International Law Commission, and an intern at the UN Office of the High Commissioner for Human Rights, the European Court of Human Rights, and the Council of Europe.

Cyprien received his undergraduate law degree from the University of Strasbourg, in France, as part of which he also studied at Trinity College Dublin in Ireland. He holds a master’s degree in international law from the Graduate Institute, as part of which he spent a semester at the University of California, Los Angeles (UCLA).
