Shara L. Aranoff is a highly regarded authority in international trade law, known for her extensive expertise in trade remedies, tariffs, and customs regulations. Chair of Covington & Burling’s International Trade Practice Group and co-leader of the Customs practice since 2014, Shara L. Aranoff brings over 20 years of US government experience to her role, advising clients on complex trade and market access issues. Her distinguished career includes her tenure as a Commissioner and Chairman of the US International Trade Commission (ITC), where she was a decision-maker in high-profile Section 337, antidumping, and countervailing duty investigations.
Appointed to the ITC by President George W. Bush in 2005 and confirmed by the US Senate, Shara L. Aranoff served as Vice Chairman and subsequently as Chairman, playing an important role in shaping US trade policy and enforcement. Prior to her appointment at the ITC, she served as Senior International Trade Counsel for Senator Max Baucus on the US Senate Committee on Finance, overseeing key legislative and policy issues, including free trade agreements, the Trade Act of 2002, the Clean Diamonds Trade Act, and various trade-related environmental and labor matters.
Shara L. Aranoff’s career began with a foundation in international law as an Associate at Steptoe & Johnson and as an Attorney-Advisor in the ITC’s Office of General Counsel, where she represented the agency in litigation before federal courts. Known for her “behind-the-curtain knowledge” of ITC operations, she now provides invaluable insights to clients facing high-stakes trade investigations, helping global manufacturers and technology companies protect their US market access and defend their intellectual property rights. Her legal practice also encompasses advising clients on Customs compliance, tariff mitigation, supply chain resiliency, and navigating audits and inquiries from US Customs and Border Protection (CBP).
A graduate of Princeton University’s School of Public and International Affairs and Harvard Law School, Shara L. Aranoff pursued studies at the Graduate Institute of International Studies in Geneva as a Fulbright Scholar.
