Teodor Meleșcanu, born on 10 March 1941, in Brad, Hunedoara County, Romania, has dedicated his life to public service, diplomacy, and academia. After graduating in law from the University of Bucharest in 1964 and earning a doctorate in political science from the Institute in 1971, he embarked on a remarkable career that bridged the worlds of governance and education.
From 1966 to 1990, Meleșcanu served in various roles within Romania's Ministry of Foreign Affairs, culminating in his appointment as Minister of Foreign Affairs from 1992 to 1996 and again from 2017 to 2019. During his tenure, he was instrumental in navigating Romania's post-Communist reintegration into international structures and strengthening its global partnerships. As Minister of Defense from 2007 to 2008, he oversaw reforms critical to Romania’s NATO alignment.
Between 2012 and 2014, Teodor Meleșcanu served as Director of the Foreign Intelligence Service (SIE), a role in which he emphasised the need for foresight and adaptability with national security concerns. His diplomatic acumen and leadership were recognised globally when he received the Commander's Cross with Star of the Order of Merit of the Republic of Poland, a key partner for Romania.
In addition to his governmental roles, Meleșcanu made significant contributions to academia. A professor at the University of Bucharest, he has educated countless students and diplomats in international relations, diplomacy, and negotiation.
