Dr. Jérôme Duberry is Senior Lecturer, International and Development Studies, Head of the Tech Hub, Co-Director, Executive Education, and Senior Researcher at the Albert Hirschman Center on Democracy.
His research explores the societal and geopolitical implications of artificial intelligence (AI). Since 2022, Jérôme has been co-leading a scientific communication project on AI literacy for youth, funded by the Swiss National Science Foundation (SNSF). In his book Artificial Intelligence and Democracy, Jérôme explores the mediation of AI in the citizen-government relation and calls for innovative and human-centered AI governance.
As a Faculty member, Jérôme teaches courses on digital technologies and futures in the MINT program, including “Diplomacy in a Changing World: Skills and Strategies”; “Futures and strategic foresight: methods and practice”, and “AI and Power: Ethics, Diplomacy and Democracy”.
Jérôme holds two Master's degrees in International Relations (Geneva Graduate Institute, HEI) and Diplomacy (Diplomatic School of Madrid, Spanish Ministry of Foreign Affairs) and a PhD in International Relations (Pompeu Fabra University, Barcelona). As part of his interest in innovative forms of participation and collective intelligence, he has been trained in foresight and design thinking facilitation.

Current projects
- Stories of the future: This project seeks to develop an innovative AI literacy methodology for youth and to implement it in schools across the three linguistic regions of Switzerland. Grounded in a narrative foresight approach, it aims to enhance young people’s AI literacy and strengthen their capacity to exercise agency in shaping their futures. In parallel, the project endeavors to raise broader public awareness in Switzerland regarding the contemporary use of AI in democratic processes, notably through art exhibitions and simulated trials. By curating and presenting stories and artistic works produced by youth, the initiative provides a platform for young people and artists to articulate their visions of the future of democracy in Switzerland and the role of AI within this context.
- AI for the Global Majority: Artificial intelligence (AI) is reshaping multiple dimensions of contemporary society, including healthcare, education, agriculture, and climate resilience. Its potential to enhance human and organizational capacities positions it as a significant driver of progress in addressing some of the world’s most pressing challenges. At the same time, however, AI raises critical concerns. Issues such as algorithmic bias, threats to privacy, unequal access, and governance gaps risk reinforcing or deepening existing global inequalities if not adequately addressed. Against this backdrop, this call for papers invites contributions that examine innovative, participatory, and impactful approaches to ensure that the benefits of AI extend to the Global Majority.
- AI Strategy: Together with the Direction of Studies, the Research Office and the Direction of Studies, this consultative project aims to develop an AI strategy that ensures AI deployment aligns with the Institute’s strategic priorities of peace, sustainability, and equity.
