Developing Guidance on The Responsible Use of Drones by Private Security Companies

Through numerous interviews, the report reveals that Private Security Companies (PSCs) are increasingly using drones for surveillance, patrolling, and asset protection. The study also identifies major human rights risks, including privacy violations, risk of psychological harm, and misuse of force, especially when drones are integrated with AI or used in conflict zones. It also highlights the lack of clear legal frameworks specifically regulating drone use by PSCs, both nationally and internationally. Counter-drone activities, blurred roles between PSCs and law enforcement, and ethical concerns around autonomy and accountability were also recurrent themes. The report finally emphasises the need for better regulation, stricter operator training, greater transparency, and the development of tailored best practices to ensure drones are used responsibly and in line with human rights standards.
