Digital Inclusion Strategies: Mapping Approaches to Promote Access to E-Commerce Jobs and Entrepreneurship in the Digital Economy among Groups at Risks of Exclusion

This report explores how e-commerce can create job opportunities and promote entrepreneurship for marginalized groups, but also highlights risks such as informality, poor working conditions, and digital exclusion. By analyzing 24 national strategies, it finds that while many promote inclusion and support for MSMEs and women, they often overlook decent work conditions and underrepresented groups like refugees and seniors. The study calls for stronger, more inclusive strategies that ensure fair, accessible, and sustainable e-commerce growth.
