How Can and Should Sphere Monitor and Evaluate its Theory of Change?

This report develops a tailored Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for Sphere, a global network promoting humanitarian standards. Recognizing the limitations of applying a single model to a decentralized organization, the project synthesizes elements from six established M&E approaches and integrates insights from various stakeholder interviews. The proposed framework evaluates Sphere’s Theory of Change across four pillars: Handbook, Champions Network, Policy & Advocacy, and Strategic Partnerships, using a weighted ladder-based scoring method. It provides a practical and adaptable system to assess long-term impact, strengthen local ownership, and enhance strategic learning across Sphere’s diverse network.
