Leveraging the Integration of Artificial Intelligence (AI) into Border Management Systems: A Best Practices Report

According to the International Organization for Migration’s (IOM) 2024 World Migration Report, there are approximately 281 million international migrants worldwide. As states strive to balance mobility, security and the protection of human rights, border agencies are increasingly turning to advanced technologies, particularly artificial intelligence (AI), to manage increasing flows with greater efficiency and accuracy. However, the deployment of AI must be approached with caution, by ensuring that it aligns with international legal standards, ethical norms and operational realities. Existing literature raises concerns in the sphere of algorithmic biases, data quality and privacy. With this duality in mind, this report outlines best practices for the responsible use of AI in border management. These recommendations aim to guide IOM Member States and stakeholders on essential operational and ethical considerations as they leverage the implementation of AI into their border management systems.
