Unlocking Trade in Financial Services: Insights for Global Businesses

Insurance and reinsurance services are essential to global economic stability, yet their international trade environment is increasingly shaped by complex regulatory and operational challenges that extend beyond the scope of traditional trade agreements. This final report organizes these emerging barriers into five interrelated categories: Geopolitics, Technology & Data, Operations, Conduct Regulation, and Sustainability, which together reflect the evolving and multifaceted landscape insurers and reinsurers must navigate. While distinct, these challenges often intersect, amplifying their impact and complicating compliance and strategic decision-making. Addressing these barriers requires more than market access commitments, it demands sustained and trust-based regulatory cooperation, particularly in rapidly developing areas such as artificial intelligence and climate risk. The report concludes by underscoring the need for continued analysis and dialogue to ensure regulatory frameworks support both stability and innovation in the sector.
