This report examines the AfriNIC governance crisis and what it reveals about the future of multistakeholder internet governance and digital sovereignty in Africa. Through expert interviews, document analysis, and a review of the political, legal, and economic dimensions of the crisis, it explores how IPv4 scarcity, institutional weaknesses, and legal vulnerabilities enabled the prolonged disruption of Africa's Regional Internet Registry. The report argues that while the multistakeholder model remains the most appropriate framework for governing critical internet resources, it must be strengthened through more resilient institutions, improved legal safeguards, and greater African leadership to protect the continent's digital infrastructure and support its digital sovereignty.
