Beyond the Click: Governing Childhood in the Digital Age in Bosnia and Herzegovina examines the extent to which children’s rights are protected in the digital environment in Bosnia and Herzegovina. Drawing on the UN Convention on the Rights of the Child and its General Comment No. 25, the report combines desk research, legal analysis, expert interviews, and UNICEF U-Report survey data to assess legal and institutional frameworks across four thematic areas: online risks, digital literacy, institutional frameworks and governance, and inclusion and equity. The study highlights how fragmented governance, uneven digital literacy, legal and institutional gaps, and limited coordination weaken the protection of children’s rights online, leaving children insufficiently equipped to engage safely and meaningfully in the digital environment. It also identifies transferable good practices from neighboring countries, Croatia and Montenegro, and provides evidence-based policy recommendations to strengthen coordination among the actors responsible for protecting children’s digital rights.
