The Future of Data Governance for Development synthesizes key themes emerging across the UN CSTD Multi-Stakeholder Working Group on Data Governance's four thematic tracks while exploring broader questions relating to sovereignty, interoperability, benefit-sharing, trust, capacity, and cross-border data flows. The report includes a literature review examining the conceptual, operational, and development-oriented foundations of global data governance; an analytical brief on sovereignty and interoperability that proposes a framework for understanding sovereignty as claims to authority over underlying interests and interrogates how interoperability mechanisms can help coordinate competing governance objectives; a series of thematic articles addressing topics including public legibility of data governance, agrifood data governance and epistemic justice, Indigenous data sovereignty, and human rights and data justice in health data governance; and data visualizations and synthesis work examining recurring themes across Working Group submissions and broader developments in global data governance. The research team also developed a companion website to make the project's findings and visualizations more accessible to Working Group members, observers and the broader data governance community.
