Governance actors, globally, are increasingly concerned about catastrophic AI risks; however, existing diplomatic processes and governance mechanisms remain slow, fragmented and constrained by geopolitical competition, private-sector interests, uncertainty and low trust. As the coming years are identified as a critical juncture in the race between AI capabilities and AI governance, the suitability of traditional diplomatic mechanisms has increasingly been called into question. The report therefore examines the potential role of inclusive informal diplomacy in mitigating catastrophic risks posed by AI technology developments, building on desk research and expert consultations, and utilising Latin America as a case study to provide five key policy recommendations. The emphasis is placed on trust-building, aligning risk perceptions, and promoting a shared language among actors. By providing a channel for sustained dialogue and cooperation across states, private actors, civil society, international organisations and research institutions, informal mechanisms can act as a practical bridge towards making AI governance stronger, and more politically and practically feasible.
