Rethinking labour mobility: Towards a framework for measuring international remote work

This report provides a comprehensive overview of international remote work (IRW). Beginning with a literature review, it defines key concepts and typologies, examines mobility practices, and highlights the primary challenges arising from cross-border work. The interview section is divided into two parts: the first captures the lived experiences of international remote workers, while the second synthesizes insights from experts. Additionally, the report features two detailed case studies—one introducing the concept of digital offshoring and the other categorizing global digital nomad visa schemes. After presenting available statistical data on the global IRW workforce, the report concludes with recommendations to collect data on international remote work in national surveys.
