Strengthening Swiss Democratic Resilience in the Digital Age

This report was commissioned by GVA2 Fondation pour Genève and democratie.tech as part of the Applied Research Project of the Geneva Graduate Institute’s Interdisciplinary Master Program of International and Development Studies. It examines how digital disinformation threatens Switzerland’s democratic resilience and proposes concrete measures tailored to the Swiss context. Based on a qualitative and comparative analysis, the report assesses disinformation campaigns targeting elections in France and Germany and analyses convergent patterns in disinformation strategies, institutional responses, and legislative frameworks. Against this backdrop, the report puts forth key findings and recommendations for safeguarding measures for Switzerland to strengthen resilience against disinformation.
