What Drives Compliance? Monitoring, Accountability, and Labor Standards In Global Garment Supply Chains

Funding Organisation: International Labour Organization
Timeline:  July 2025 – ongoing

Summary:

The governance of labor standards in global supply chains relies heavily on social compliance monitoring, a system in which factories are periodically assessed against national laws and international labor standards and supported through advisory and training services to remediate violations. Using a unique longitudinal dataset from one of the largest monitoring and improvement programs in the garment sector, this project examines how compliance outcomes evolve across countries and factories over time, and how monitoring, advisory interventions, and public reporting influence sustained improvements in labor standards.
