Historically, humanitarian practice – such as aid for the poor and sick – has tended to be local, with its origins at a specific time and place. When it has moved beyond the local, it has generally been neither systematic, apolitical nor universal. Bearing this in mind, humanitarianism in an age of decolonisation cannot be studied in isolation from what preceded it.
