Après avoir donné une définition idéal-typique de ces interventions, l’article remet en question l’idée que les interventions humanitaires soient un phénomène apparu abruptement dans les relations internationales au début des années 1990. Les « interventions d’humanité » au XIXe siècle furent intrinsèquement liées à une idée spécifiquement européenne des droits de l’homme, aux caractéristiques particulières d’un système international et d’une société internationale donnés. Elles se produisirent seulement à l’intérieur des frontières de l’Empire ottoman, elles furent mises en œuvre par les Puissances européennes collectivement et visèrent à protéger des minorités chrétiennes victimes de violations graves des « droits humains ». This article offers a preliminary reflection on the origins of the concept and state practice of humanitarian intervention. The article proposes an ideal-type definition of this intervention, and challenges the idea that humanitarian intervention abruptly appeared as a specific kind of inter-state relation at the beginning of the 1990s. Nineteenth-century humanitarian intervention was the result of a distinctively European conception of human rights, of the characteristics of a given international system and international society. These interventions « on humanitarian grounds » occurred exclusively within the boundaries of the Ottoman Empire; they were implemented by the European powers collectively; and they aimed at protecting Ottoman Christian minorities, victims of massive violations of the most basic human rights.
